Constitutional Amendment Delaware In theory, the Preamble to the Delaware Constitution already provides equal protection only to "men." However, the following constitutional amendment will ensure that. Art. I, § 7 (in part). Procedural rights in criminal prosecutions; jury trial; self-incrimination; deprivation of life, liberty, or property: no natural person shall be compelled to give evidence against himself, nor shall he be deprived of life, liberty, or property, unless by the judgment of his peers or by the law of the land.
